The September 5, 2017, Baldwin City Council Meeting was called to order by Council President Kathy Gerstner, in the absence of Mayor Marilyn Pearse. The council learned that the county changed the distribution amount for the City and County. City Administrator, Glenn Rodden reported that when they saw the published numbers in the Lawrence Journal-World, they become aware of some miscommunication between the City and Douglas County. Rodden said, this amendment will change only the county and cities contribution amounts and will not affect the amount the Township nor the citizens in the area were contributing. The new amount will be a 35%.35% split instead of the previously reported 40/30. The council unanimously approved the amendment to the benefit district, along a portion of First Street.
After approving the benefit district amendment, the Council took a look at an inter-local agree for the Neighborhood Revitalization Program (NRP) the Council approved previously. Rodden reported that the Baldwin USD 348 School Board approved the interlocal agreement between the City, County, and School Board. The NRP would rebate 100 percent of the property tax value of new residential, industrial and commercial construction for five years, including remodels. Rodden clarified that the rebate would only be on new construction and not on the base amount. For example a new home, but not the property it is built upon. In the case of a remodel, it would on the amount of the addition, but not the rest of the house and property. There are certain aspects also that will not be rebated, Rodden said, state statute prevents the School District from rebating revenue from its eight mill capital outlay fund or the twenty mills collected for its general fund. The Council unanimously approved the interlocal, with the mayor signing it only after all other parties have signed.
In other business the Council:
approved a lease purchase agreement through Baldwin State Bank for the recently acquired 2017 Crafco SuperShot 125D Tank, that will be used to fill cracks in Baldwin City roadways.
heard from Amber Rhoden, Maple Leaf Festival Committee, who said that the bus parking would move this year to the 100 and 200 blocks of Eighth Street.
